While exercising his powers under section 144 of CrPC, the Commissioner of Police Ludhiana Mr Rakesh Kumar Agrawal today issued various ban orders for all areas falling under Ludhiana Police Commissionerate.
The Commissioner of Police, while exercising his powers under section 144 of CrPC, has banned the carrying of sand in open in vehicles. He has ordered that sand should be properly covered by them otherwise it can cause mishaps. Exercising the powers vested under Section 144, Code of Criminal Procedure, 1973, the Commissioner of Police Ludhiana has also banned the sale of helmets without ISI mark. He said that the helmets without ISI mark often break in case of an accident, which leads to injury to the motorist.

Besides this, the Commissioner of Police has also banned the use of commercial vehicles including three wheelers, four wheelers or more, for ferrying passengers/people. He said that sometimes such vehicles are used to ferry people, which is illegal and is a violation of the motor vehicle act. He said that it can prove harmful to people as well. In the orders issued here, the commissioner of police has said that the orders would be in force for next two months.
The Commissioner of Police stated that it has been observed that whenever there is sale/purchase of old vehicles, then the buyers sometimes do not get the bought vehicles registered under the name as per rules. Due to which unscrupulous elements sometimes use such vehicles for committing crime. So keeping in mind the safety of residents and while exercising his powers under section 144 of CrPC 1973 (Act number 2 of 1974), he has ordered that whenever there is sale/purchase of old vehicles, then these vehicles should be registered by the buyer under his/her name within 30 days of the purchase. He stated that as per the rules, it is mandatory for the buyer to get the vehicles registered under their name within 30 days of the purchase, but some cases have come to his notice where the owners failed to follow these rules. He stated that failure to comply with these orders would attract serious action as per law. These orders would remain in force for the next two months’ time.
The Commissioner of Police has also banned the sale, storage and purchase of Chinese Kite strings in all areas under jurisdiction of Ludhiana Police Commissionerate. In his orders, Mr Agrawal has stated that its kite flying season these days, and as Chinese kite strings are made up of plastic and are coated with glass particles, which lead to dangerous accidents.
In another order, the Commissioner of Police has directed the city residents to inform their nearest Police Station/Post regarding the details including photographs of their tenants in houses, or maids, drivers, conductors, security guards, gardener, or any person hired etc that are employed in all houses, schools, colleges, business establishments, private organisations, industrial houses etc with immediate effect. He said that it has come to his notice that some such persons commit crime and that is why, people should inform the police about them. These orders would be in force for next two months.
Commissioner of Police Ludhiana Mr Rakesh Kumar Agrawal has also banned the sale of uniforms of army and other paramilitary forces without valid identification in all areas of Ludhiana Police Commissionerate with immediate effect. These ban orders have been issued under section 144 of CrPC. He has informed that any person who wants to buy this uniform would have to submit a self attested copy of his identity card, address proof and phone number with the shopkeeper and this record would be duly maintained along with date of sale in the record register of the shopkeeper. The shopkeeper will also have to submit this record with the concerned police station every month without fail.
He has also imposed a ban on the gathering of five or more persons and holding protests/dharnas in all areas falling under the jurisdiction of Police Commissionerate Ludhiana. He informed that PUDA ground opposite Vardhman Mill in Sector 39 A, Chandigarh Road, Ludhiana has already been earmarked as site for holding any kind of protest/dharna. He clarified that without permission, there would be a complete ban on holding any protest/dharna at this site as well.
