CHANDIGARH : A communication dated 29th September, 2022 has been received from the Punjab Vidhan Sabha Secretariat, conveying the rejection of the Substantive/Censure Motion given notice of by me on 28th September, 2022, to condemn the conduct of  Bhagwan Maan, Chief Minister, and Leader of the House on 27th September, 2022.

Through Substantive/Censure Motion under Rule 71, I sought to bring it to the notice of the House and the people of Punjab the predictable brazenness with which the Government betrayed the trust of the Governor of Punjab and went ahead with its unconstitutional business by throwing all norms of decency to the winds. In the clarification to the Governor, who is a constitutional head of the State, it was conveyed that the State Government proposed to take up Legislative/Government business inter alia including the burning issues of GST, Stubble Burning, Power Scenario, etc. apart from the business on different issues per notices received from the Members.

However, despite the stiff stand of the Opposition parties in the House, the Chief Minister, Punjab, pursued his hidden agenda of moving the motion for a Vote of Confidence and, thus, betrayed the constitutional head of the State by keeping his intention to bring before the House issue of Vote of Confidence as a well-guarded secret, on which ground the summoning the House was termed against the provisions in the Constitution and the well-established parliamentary conventions by the Governor while recalling his consent to summon the House.

With the rejection of the Substantive/Censure Motion, the Government has stifled the voice of the representatives of the people of Punjab.
