Chandigarh: Two Punjab police personnel, including DSP Daljit Singh Dhillon, have been dismissed from service over serious allegations of pushing women into drugs.
While the dismissal orders of Daljit Singh, DSP Ferozepur, were issued by Chief Minister Captain Amarinder Singh under Sub Clause (b) of the Second Proviso to Clause (2) of Article 311 of the Constitution of India., Head Constable Inderjit Singh has been dismissed by Commissioner of Police Jalandhar under provisions of Art. 311(2)(b) of constitution of India read with Rule 16.1 of Punjab Police Rules, 1934.
Dhillon was placed under suspensionon June 28, 2018, following charges of pushing a Ludhiana girl into drug abuse, while Inderjit had been under suspension since September 2017 in the wake of similar charges by a Jalandhar woman, who had also accused him of sexual exploitation on pretext of marriage.
The dismissal orders of Dhillon came after legal examination of the fact-finding inquiry conducted by IPS Anita Punj, Director, Punjab Police Academy, Phillaur, and based on the statement of the concerned girl. A case (FIR No. 2 dated July 2, 2018) u/s 376/376-C IPC, 22/27-A/27/29 NDPS Act, 1985 has been registered against Daljit Singh Dhillon in Police Station State Crime.
The officer was found indulging in highly undesirable and morally corrupt activities while posted at Tarn Taran, and, misusing his official position and power vested in him as a gazetted police officer by raping a girl and alluring her into drugs.
Further investigation in the case has been entrusted to a Special Investigating Team headed by Arunpal Singh, IGP/Crime, and including Sanmeet Kaur, IPS, AIG/Investigation and Rakesh Kaushal, Commandant.
Meanwhile, giving details of the dismissal of Inderjit, an official spokesperson said the cop was under suspension since September 2017 following a series of complaints by the girl, identified as Kuljit Kaur @ Jyoti. The girl had, however, retracted her statement every time, making it impossible for the Punjab Police to take its investigations against the accused to their logical occasion.
The spokesperson said the Police Commissioner felt that in the present circumstances, it was not reasonably practicable to conduct a departmental enquiry or any other proceeding against Inderjit (no. 2159/Jal). In coming to the decision, the Police Commissioner had recognized that the accused cop had proven himself to be incorrigible by continuous misconduct and unfit for service in a uniformed organization.
Kuljit Kaur @ Jyoti d/o Gurmej Singh r/o Balwant Nagar, Jalandhar, had raised serious allegations against Inderjit on four occasions though she had retracted her statement in each case, saying either that a compromise had been affected or it was given under a misunderstanding.
On 30th August, 2017, a video regarding the alleged marriage of Kuljit Kaur @ Jyoti and PPHC Inderjit Singh went viral on social media, showing Jyoti alleging that the Head Constable had sexually exploited her on the pretext of marriage, had also solemnized marriage with her to save his skin, and pushed her into drug abuse.
Based on these allegations, Inderjit Singh was placed under suspension w.e.f. 04.09.2017 and a departmental enquiry was started against him, which was conducted by Smt. Sudarvizhi, IPS, ADCP (City-II) Jalandhar. In this departmental enquiry too, Kuljit Kaur @ Jyoti retracted from her statement and denied that Inderjit had married her.
The allegations in all the complaints submitted by Kuljit Kaur @ Jyoti against Inderjit Singh were serious in nature but the enquiries could not reach their logical conclusion due to apparent extraneous reasons, said the spokesperson.
However, on 30/06/2018, Gurjit Kaur, mother of Kuljit Kaur @ Jyoti, submitted a formal complaint at P.S. Div. no. 2 Jalandhar, alleging Jyoti had again been taken away by Inderjit Singh and she feared that her efforts at de-addicting her daughter will fail as the police officer would again push her into drugs.
