NEW YORK — U.S. Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng opened negotiations ahead of the planned Trump–Xi summit. Discussions cover artificial-intelligence safeguards, tariffs, agricultural and aircraft purchases, and access to rare-earth minerals needed for semiconductors and advanced technologies.
The current U.S.–China trade truce expires on November 10. Negotiators are reportedly considering limited tariff reductions and measures to reduce risks from self-improving or dual-use AI systems.
Why it matters: Decisions by the world’s two largest economies will affect technology supply chains, food exports and the international rules governing advanced AI.
